Libra was historically part of Sancella, a joint venture between Australian Paper Manufacturers (APM / Amcor) and Swedish personal care company Mölnlycke, which later became SCA (Svenska Cellulosa Aktiebolaget). Following the 2017 corporate split of SCA, the hygiene division became Essity AB, a Swedish multinational hygiene and health company headquartered in Stockholm, Sweden.

In Australasia, Essity manufactures and distributes Libra through its regional subsidiary, Asaleo Care (later fully integrated into Essity Australasia).
