The brand was originally developed in Naples, Italy, by an ice cream manufacturer named Spica in 1959. Spica overcame the technical challenge of keeping the cone crispy by lining it with oil, sugar, and chocolate.

Today, Cornetto is owned by Unilever, a British multinational consumer goods company. As one of Unilever's 'Heartbrand' products, it is manufactured in various locations globally to serve different markets. In Sweden and the Nordic region, the brand is often managed through Unilever's local subsidiary, GB Glace. Unilever remains the ultimate owner, managing a vast portfolio of food, beverage, and personal care brands from its headquarters in London.
