Specifically, it is manufactured at the Latvijas Balzams distillery in Riga, using spirits distilled from grains grown within the European Union.

Stoli Group is a subsidiary of SPI Group, which is headquartered in Luxembourg. The brand has focused on its European heritage and manufacturing in recent years, completely separating itself from Russian-state entities to maintain its global distribution network and premium market positioning.
