Brand Origin and Purpose

Covered California is the state's official marketplace for affordable health insurance. It was established following the enactment of the federal Patient Protection and Affordable Care Act (ACA). The brand was created to provide a centralized platform where California residents can compare and purchase health insurance plans that comply with federal standards, often with the help of financial subsidies.

Operation and Ownership

Unlike private commercial products, Covered California is a public entity. It is an independent state agency governed by a five-member board appointed by the Governor of California and the State Legislature. While it operates as a self-sustaining marketplace without using state General Fund tax dollars (funded through a small assessment on the health plans sold through the exchange), its ultimate oversight rests with the State of California. It serves as the primary vehicle for implementing the ACA's insurance market reforms within the state.
