The Transmission Control Protocol (TCP) is one of the fundamental pillars of the internet. It was developed in the 1970s by Vint Cerf and Bob Kahn under the auspices of the United States Department of Defense's research arm, ARPA. TCP is not a physical product manufactured in a specific country but rather a set of rules and standards for digital communication that ensures data is delivered reliably across networks.

While TCP itself is an open, non-proprietary standard maintained by the Internet Engineering Task Force (IETF), the technology was originally conceptualized at Stanford University and through the ARPANET project. It is now implemented globally in the operating systems of almost every internet-connected device, from smartphones and laptops to cloud servers and industrial controllers.

Because TCP is an open standard, it has no single 'ultimate owner' or commercial manufacturer. Instead, it is a public good freely available for implementation by any software developer or hardware manufacturer. It remains the most widely used protocol for applications that require guaranteed delivery of data, such as web browsing, email, and file transfers.
