The platform was developed in Belarus by the engineering team at Gurtam, a leading global software provider in the GPS tracking and fleet management industry. Unlike many traditional software products, flespi is maintained and developed primarily as a high-performance cloud service, with its main technical infrastructure and development core rooted in Eastern Europe, although it serves a global client base across multiple continents.

Currently, flespi remains a dedicated business unit of Gurtam. The ownership structure is centralized within the Gurtam group, which is headquartered in Vilnius, Lithuania.
