Apache Solr is an open-source enterprise search platform, originally created to bring powerful search capabilities to applications. It was first developed by Yonik Seeley at CNET Networks in 2004 to provide search functionality for the company's website. In 2006, CNET donated the source code to the Apache Software Foundation, where it became a sub-project of the Lucene project before eventually becoming a standalone Top-Level Project.

As an open-source software product, its development occurs globally through a community of contributors and is not 'manufactured' in a single country like a physical good. It is governed by the Apache Software Foundation (ASF), a non-profit corporation based in the United States. The ASF provides the legal, financial, and organizational framework for Solr and many other critical open-source projects, ensuring the software remains free and accessible to the public under the Apache License.
