It was founded as a joint venture between several regional energy and infrastructure companies to provide high-speed fiber-optic internet and digital television services to Danish consumers. The brand is highly regarded for its service quality, frequently being voted as Denmark's best internet provider.

Ownership of the brand has evolved into a consolidated structure. Today, Waoo is primarily owned and operated by Fibia, which is itself a merger between the fiber divisions of energy giants SEAS-NVE (now Andel) and NRGi. This ensures that the brand remains under Danish utility-based ownership, focusing on expanding the national digital infrastructure.
