The manufacturing of Häagen-Dazs products is distributed globally. For European and many international markets, the primary production facility is located in Tilloy-lès-Mofflaines, France. In North America, the brand is manufactured locally through licensed partnerships. Product ownership is split: General Mills owns the brand globally, but in the United States and Canada, it is licensed to Froneri, a joint venture between Nestlé and PAI Partners. Outside of North America, General Mills manages the brand directly and through various subsidiaries.
