Channel 4 is a British free-to-air public-service television network launched on November 2, 1982. Unlike the BBC, which is funded by a license fee, or ITV, which is a private enterprise, Channel 4 operates as a statutory corporation that is publicly owned but funded entirely by its own commercial activities, such as advertising.
The network was established by an Act of Parliament to provide a fourth television service to the United Kingdom, with a specific mandate to deliver innovative and alternative programming that appeals to culturally diverse audiences. While its headquarters and broadcasting operations are based in the UK—specifically with a major national headquarters in Leeds and offices in London, Glasgow, and Bristol—it operates on a 'publisher-broadcaster' model. This means it does not produce its own shows in-house but commissions content from independent production companies across Britain.
Ownership of Channel 4 remains with the British public through the Department for Culture, Media and Sport. Despite various political debates regarding potential privatization over the years, the UK government confirmed in early 2023 that Channel 4 would remain in public ownership for the foreseeable future, ensuring its unique remit to support the UK's independent production sector remains intact.
