It was founded by Patsy Bloom and David Simpson after Bloom faced significant veterinary bills for her Yorkshire Terrier, leading to the creation of the UK's first specialist pet insurer. The brand has since become the largest provider of pet insurance in the country, covering a wide range of domestic animals including dogs, cats, rabbits, and horses.

Historically, the company was acquired by Cornhill Insurance in 1996, which later became part of the Allianz Group. Today, Petplan operates as a core brand within Allianz Insurance plc, a subsidiary of the global financial services giant Allianz SE. While the brand name is licensed and used by various entities globally (including a distinct operation in North America that rebranded to Fetch by The Dodo), the original Petplan brand remains a cornerstone of the UK insurance market.

As of 2026, Petplan continues to be managed under the Allianz UK Specialty business. Its services are localized to the UK market, where it works with over 1,200 animal charities and thousands of veterinary practices to provide health coverage and financial protection for pet owners.
