Unlike traditional social media platforms, Bluesky is built on the AT Protocol (Authenticated Transfer Protocol), which designed to allow for a federated and open-source networking ecosystem where users can potentially host their own content and migrate between different providers.

The technical infrastructure and development are primarily based in the United States, though as an open-source and decentralized project, its 'manufacturing' or hosting footprint is globally distributed across various personal data servers (PDS). The project gained significant independence in 2021 and remains a key player in the 'Fediverse' and decentralized web movement, focusing on user portability and algorithmic choice.
