The first human-to-machine SMS was sent in 1992 in the United Kingdom.

The underlying technology is governed by international standards organizations like 3GPP and GSMA. Ownership is decentralized, as each mobile network operator owns the infrastructure within their respective jurisdictions, though the core intellectual property and standards remain part of the global public telecommunications domain.

Manufacturing of the technological components required for SMS occurs globally, primarily in technology hubs such as China, the United States, and South Korea, while the service delivery is localized by national mobile carriers.
