Einstiegsgruppe (Entry Group) Initiative

Einstiegsgruppe is a specialized social services initiative and experimental legal framework within the state of Bavaria, Germany. It was established as a model to address the surging demand for early childhood education and care by providing a more flexible legal alternative to standard kindergarten or nursery structures. Originally launched in September 2022 by the Bavarian Ministry for Family, Labor and Social Affairs, the program is scheduled to run as a model phase through August 2026.

This specific service model allows for the establishment of daycare groups with reduced regulatory hurdles, particularly regarding staff qualification ratios and language requirements, while still receiving full state funding. It is primarily designed to facilitate the rapid integration of children—including those from refugee backgrounds like Ukraine—into the German childcare system by allowing foreign-trained pedagogues to work under the guidance of 'mentor' institutions.
